First securitization transaction featuring a mezzanine tranche in the WAEMU financial market
Purpose of the transaction
The BOAD DOLI-P project involved the securitization of BOAD’s receivables, with the primary objective of optimizing the Bank’s balance sheet.
This transaction enabled BOAD to sustainably increase its capacity to finance WAEMU economies without directly leveraging its own balance sheet.
Projects financed through the bond issue
The proceeds of the bond issue were used by BOAD to finance the implementation of the 2021–2025 Strategic Plan, “Djoliba”.
This plan aims to promote balanced development among Member States and to support regional economic integration in West Africa. By 2025, the Djoliba Plan is expected to significantly enhance the positive impact of financed projects across the WAEMU region and to maximize their contribution to regional development.
Target sectors
The resources mobilized were allocated to projects in the following priority sectors:
- energy and water;
- finance and insurance;
- hospitality and tourism;
- industry;
- infrastructure;
- transport equipment and urban infrastructure.
